The town

About Elizabeth City

Elizabeth City grew at the narrows of the Pasquotank River, where colonists traded and ran ferries. The Dismal Swamp Canal fueled its commerce, and the town took its current name in 1801; it is credited to Elizabeth Tooley, a tavern keeper who gave much of the land. Union forces held the city for most of the Civil War. Lumber, shipbuilding and fish and oyster processing later made it a busy port, and a Coast Guard air station opened in 1940. Marketed as the Harbor of Hospitality, it is the hub of the Historic Albemarle region. The Museum of the Albemarle sits by the waterfront, and the regional arts council Arts of the Albemarle works out of a building that once held an opera house. The city hosts the North Carolina Potato Festival each May. Source: Wikipedia (opens in a new tab)

Teacher’s remarks

The Ray Arts Index gives extra weight to local government support and arts education, because public investment in the arts, and in teaching it, is how creative communities grow.

Next steps

  • Send us the adopted arts budget lines, grant programs and arts office details, so support is counted from evidence.
  • Make sure local arts nonprofits file with an arts (NTEE “A”) code and the town’s address.
  • Ask the school district to publish its arts-education plan and arts leader, and list arts schools and camps.
  • Add founding years to long-running venues, festivals and arts groups.
  • Request the full Elizabeth City advisory report from the Ray Arts Foundation.
Not yet measured: Heritage. Missing information is never counted as zero; the grade uses the subjects that are measured. About these grades. Ray Arts Index v1.2, published 2026-10-15. Every subject is measured per resident against fixed national reference points, so town size never changes a grade, and a grade of C means the national typical level. Local government support and arts education carry 30% of the weight. How it’s calculated.
