The town

About Kinston

Kinston is the county seat of Lenoir County, on the Neuse River in the coastal plain of eastern North Carolina. Created in 1762 as Kingston to honor King George III, it dropped the g in 1784 after the Revolution. Richard Caswell, the state’s first governor, made his home here. Civil War battles were fought nearby, and the remains of the ironclad CSS Neuse are shown at an interpretive center downtown. The town grew as a tobacco and cotton trading center, and it won the All-America City Award in 2009. Cultural stops include the Kinston Center for the Arts, the Cultural Heritage Museum and the Neuseway Nature Center and Planetarium. Vivian Howard and Ben Knight opened The Chef & the Farmer downtown, and Mother Earth Brewing was founded in Kinston. Source: Wikipedia (opens in a new tab)

Teacher’s remarks

The Ray Arts Index gives extra weight to local government support and arts education, because public investment in the arts, and in teaching it, is how creative communities grow.

Next steps

  • Send us the adopted arts budget lines, grant programs and arts office details, so support is counted from evidence.
  • Ask venues and arts groups to post their dates or an events feed, so activity is measured, not missed.
  • Ask the school district to publish its arts-education plan and arts leader, and list arts schools and camps.
  • Add founding years to long-running venues, festivals and arts groups.
  • Request the full Kinston advisory report from the Ray Arts Foundation.
Not yet measured: Heritage. Missing information is never counted as zero; the grade uses the subjects that are measured. About these grades. Ray Arts Index v1.2, published 2026-10-15. Every subject is measured per resident against fixed national reference points, so town size never changes a grade, and a grade of C means the national typical level. Local government support and arts education carry 30% of the weight. How it’s calculated.
